GUANGZHOU: The Fourth China International Small and Medium Enterprises
Fair will be jointly organized by China and Japan, with the aim of
boosting bilateral trade.

Small and medium-sized enterprises (SMEs) in Japan have undergone rapid
development in the past decades and contributed greatly to the nation's
general economic growth, helping Japan become one of the world's
strongest economies.

The Japanese government's supporting policies have played a crucial role
in the fast development of SMEs in that country.

The governments of China and Japan have paid great attention to bilateral
trade cooperation, especially cooperation between the two countries' SMEs.

In November 1998, the two nations jointly announced the Sino-Japan United
Manifesto, which emphasized the need for the two neighbors to build up
long-term economic and trade cooperation.

Since then, the administration departments for SMEs of the two countries
have held regular negotiations, setting up a five-year cooperation plan
for SMEs from either country.

When Premier Minister Wen Jiabao went on an official visit to Japan
earlier this year, he suggested that the Fourth China International SMEs
Fair be held in collaboration between the two countries. His suggestion
was warmly welcomed by Japanese entrepreneurs, and soon received
government approval.

Two exhibition halls at the fair have been exclusively reserved for
Japanese exhibitors.

So far, 459 Japanese SMEs have confirmed their participation at the fair
and will occupy 949 exhibition booths.

Moreover, as a cooperator and the fair's guest country of honor, a lot of
forums, seminars and conferences focusing on the Japanese investment
environment and the development of SMEs in Japan will be held during the
fair.

A lot of experienced entrepreneurs of small and medium-sized enterprises
and economic experts from Japan will share their successful experiences
with participants from China and other countries.

A recent report issued by the Japanese Ministry of Economy indicated that
more than half of the entrepreneurs with investments in China are
experiencing outstanding growth. In contrast, most enterprises that
obstinately cling to their domestic market are losing money or only
maintaining status quo. Among enterprises that are yet to enter China, 17
percent hope they will expand their business to China in the future.

When Guangdong Governor Huang Huahua met with a group of Japanese
government officials in charge of the SMEs sector in June, he noted that
the import and export trade volume between Guangdong and Japan had
reached $48 billion last year.

In the first quarter this year, the import and export trade volume
between Guangdong and Japan jumped to $12.5 billion, up 25 percent
year-on-year.

Till the end of last year, more than 8,000 Japanese enterprises had
invested in Guangdong, their total investment exceeding $7 billion.
